#AceNewsReport – Mar.06: The FBI and Warm Springs Police Department are asking for the public’s help in locating a 11-year-old girl, Kaitlyn Stofiel, who is missing and possibly endangered.

Law enforcement officers believe Kaitlyn is with her custodial father, Thomas Clarence Stofiel, age 44. At this time, officers and agents simply want to locate Kaitlyn to ensure that she is safe.

Stofiel’s truck was found in late February parked approximately one-half mile down the Mt. Wilson turn-off of Highway 26 (near milepost 76) on the Warm Springs Reservation. Neither Thomas nor Kaitlyn Stofiel has any known connection to the reservation other than the fact that the vehicle was found on the reservation. They were living in Portland most recently, and Kaitlyn was reportedly being home-schooled.

There have been no confirmed sightings of Kaitlyn or Thomas Stofiel in at least a week.

Thomas Stofiel may be distraught, is known to possess various weapons, and reportedly has survival skills.

The #FBI on Wednesday sent a security alert about the scam uncovered recently by a contractor in Massachusetts to contractors engaged in secret defense work.

An #FBI counterintelligence agent stated in the alert that the contractor reported “an individual posing as U.S. Navy officer” was issuing fake Navy contracts for computer and telecommunications equipment.

“Further investigation revealed several other reported incidents following a similar pattern where computers, telecommunication equipment, and export controlled technology were requested from cleared defense contractors and information technology companies,” stated the notice from FBI Agent Carmine Nigro of the Boston field office.

The contracts involved unsolicited email requests made by people who identified themselves as purchasing agents for the Navy, Army, and Air Force. The emails originated from email domains that appeared similar to official military email accounts. Among the false domains were “@navy-mil.us” and “@navy-mil.com.” The true Navy email domain is @navy.mil.

The email requests specified that the sensitive goods being contracted were to be shipped to non-military facilities including freight and shipping warehouses, commercial office space, and locations overseas—indicating a likely foreign intelligence service connection.

“The individual(s) involved appear to have knowledge and some degree of familiarity with U.S. Department of Defense purchasing procedures and documentation, and have listed legitimate Department of Defense facilities within the original request for information,” Nigro stated.

The Boston FBI office is investigating the contracting scam.

An FBI spokesman had no immediate comment.

The alert did not identify what nation’s intelligence service was behind the technology acquisition effort.

However, China’s spy services in the past have used email solicitation as part of a large-scale cyber espionage campaign targeting U.S. defense technology.

Counterintelligence experts say email solicitation is one of the main techniques used by foreign spies to obtain information and goods through the Internet.

However, posing as U.S. military officers engaged in contracting is a relatively new technique.

The fraudulent email operation is part of what the Pentagon calls cyber-enabled espionage threats to industry. The operations are designed to gather technology or sabotage defense contractors.

The Pentagon’s Defense Security Service states in a training brochure that 80 percent of foreign intelligence collection involves six methods.

They include requests for information and academic solicitation of information, computer network activity, targeting at conferences and conventions, corporate solicitation and marketing, foreign visits and specialized information elicitation, and agent recruitment.

The Defense Security Service has identified computer information and information security software as targets of foreign intelligence agencies.

Command, control, communications, and computers are “the backbone of almost all government functions from battlefield commanders to interagency communications,” the service said.

“Monitors, computers, printers, phones, radios, and data links are all necessary in this network-centric environment.”

Software targeted by foreign spies included computer-aided design software, modeling and simulation software, artificial intelligence, microelectronic design software, and databases.

The Defense Security Service is responsible for thwarting foreign spies and other security threats at some 10,000 defense contractors located at 13,000 facilities and encompassing 1.2 million people.

Jeffrey Burlette, a DSS counterintelligence official, said in a recent online webinar that cyber space has allowed foreign actors seeking to obtain U.S. defense secrets to mask their identities.

Past cases have involved email solicitations that appeared to be from Canada seeking to ship restricted U.S. items to Singapore with the eventual goal of sending them to Iran, Burlette said.

Goods and technology are often acquired through front companies and electronic communications, he said.

Another ruse is for foreign spies to request information through emails, establish a back-and-forth exchange, and then to provide a “weaponized document” that allows the spy to gain access to a defense contractor’s computer network.

“One thing you have to remember is these are adversaries that are state-sponsored, they’ve been classically trained in intelligence collection techniques in how to defeat certain security apparatus, and are very effective at their job,” Burlette said.

One damaging foreign espionage case involved a Chinese national, Su Bin, who stole military secrets related to the C-17 transport jet and the F-35 and F-22 stealth fighters.

Su pleaded guilty in March to conspiracy to hack into U.S. defense contractors’ computers, steal their data, and send it to China. He was sentenced to nearly four years in prison.

Most cyber espionage is carried out through what is called spear phishing, the use of emails to gain access to industry information. Others methods involve stealing computer access credentials, compromising websites, and exploiting social networking sites.

House Oversight and Government Reform Chairman Jason Chaffetz made waves Sunday afternoon, as the first person to tweet about the FBI letter.

After announcing in July that he would not recommend criminal charges over the Democratic nominee’s use of the private server, the matter cropped up again late last month.

Comey sent a letter to lawmakers on Oct. 28 informing them that the bureau had found emails potentially relevant to the investigation into Clinton’s server and would be digging into them with just weeks to go until Election Day.

In the Sunday letter, Comey wrote: “Since my letter, the FBI investigative team has been working around the clock to process and review a large volume of emails from a device obtained in connection with an unrelated criminal investigation.

“During that process we reviewed all of the communications that were to or from Hillary Clinton while she was Secretary of State.

“Based on our review, we have not changed our conclusions that we expressed in July with respect to Secretary Clinton.”

The emails were reportedly found during a separate FBI investigation into former Rep. Anthony Weiner (D-N.Y.). Weiner is the estranged husband of one of Clinton’s top aides, Huma Abedin.

In the week that followed the first letter, the Clinton campaign, Democratic lawmakers, and some Republicans criticized Comey, arguing he violated longstanding Justice Department practice not take steps in an investigation that could affect an election.

The FBI said it had some 650,000 new emails to sort through, raising questions about whether a conclusion would come before Election Day.

The ranking member of the House Intelligence Committee, Rep. Adam Schiff, quickly responded to the news.

“As expected, the review of the additional emails has not changed the FBI’s original conclusion that no reasonable prosecutor would move forward with such a case,” he wrote.

“While the original letter should never have been sent so close to an election, the expeditious review of these emails should put to rest – once and for all – the irresponsible speculation indulged in by the Trump campaign and others. Voters can now make their decision based on the merits, and that decision should be simple: it is the choice between a woman superbly qualified to be commander in chief, and a man patently unfit for office.”

The FBI has launched an internal investigation into one of its own Twitter accounts.

The account at issue, @FBIRecordsVault, had been dormant for more than a year. Then on October 30 at 4 a.m., the account released a flood of documents, including one describing Donald Trump’s father Fred Trump as a “philanthropist.”

But it wasn’t until two days later, when the account tweeted documents regarding President Clinton’s controversial pardon of Marc Rich that the account began to attract significant attention.

The account has not been active since that tweet.

ThinkProgress has learned that the FBI’s Inspection Division will undertake an investigation of the account.

Candice Will, Assistant Director for the FBI’s Office of Professional Responsibility, said she was referring the matter to the FBI’s Inspection Division for an “investigation.” Upon completion of the investigation, the findings will be referred back to the the Office of Professional Responsibility for “adjudication.”

Federal law and FBI policy prohibit employees from using the power of the department to attempt to influence elections.

Will was responding to a complaint from Jonathan Hutson, a former investigative reporter who now works in communication in Washington, DC. She did not respond to requests, via phone and email, for further comment.

Nancy McNamara, the Assistant Director of the FBI’s Inspection Division, also confirmed to Hutson that she had received the complaint. She copied Voviette Morgan, a 19-year veteran now serving as Assistant Special Agent in Charge of the Los Angeles office.

News of the internal investigation is at odds with the FBI’s official position, which is that the Twitter account followed all FBI procedures.

“Per the standard procedure for FOIA, these materials became available for release and were posted automatically and electronically to the FBI’s public reading room in accordance with the law and established procedures,” the FBI said in a statement.

The strange tweets come days after James Comey released a letter revealing that the department was reviewing some emails that could be relevant to the investigation of Hillary Clinton’s private email server. The Justice Department opposed release of the letter, arguing that it violated department protocols.

Since that time, there has been a series of leaks about FBI activity that appear to be designed to damage Hillary Clinton and benefit Donald Trump. An anonymous source for example, leaked to the Wall Street Journal that there was an investigation — including “secret recordings” — into the Clinton Foundation. The New York Times, also citing anonymous sources, reported that the FBI believed that Russia was just trying to disrupt the U.S. election, not help Donald Trump.

FBI Director James Comey said he was briefed Thursday about that development; he told Congress on Friday that investigators had found emails that were potentially relevant to the Clinton investigation.

The emails were found on a device that belonged to Weiner, the estranged husband of close Clinton aide Huma Abedin.

The official was not authorized to discuss the matter by name and spoke on condition of anonymity.

A second law enforcement official also said the #FBI was aware for a period of time about the emails before Comey was briefed, but wasn’t more specific.

FBI Director James Comey has reached out to top Republicans and Democrats in Congress to brief them on the agency’s review of newly-discovered emails in connection to the investigation of Hillary Clinton’s private email server, congressional sources tell ABC News.

Comey spoke yesterday about with House Judiciary Committee Chairman Bob Goodlatte, a Republican of Virginia, and the panel’s ranking Democrat, John Conyers of Michigan.
