San Diego police kill 15-year-old who pointed a BB gun at officers

The teenager pulled a gun from his waistband and pointed it at the officers. They yelled for him to drop the weapon, according to a police statement, but, instead, the 15-year-old stepped forward.

Just before 3:30 a.m. Saturday, someone called 911 asking police to check on a boy standing in front of Torrey Pines High School, near the northwest corner of the city. The caller referred to the teen in the third person and said the 15-year-old didn’t have a gun.

Officers saw the boy as they arrived in the school’s front parking lot, according to the statement, but the situation escalated as they got out of their cars.

The teen “pulled a handgun that was concealed in his waistband and pointed it at one of the officers,” the statement said.

Both officers pulled their guns. They shouted at the boy to drop the gun.

But he ignored their orders and started walking toward the officers while still pointing the gun.

“Fearing for their safety, both officers fired their weapons at the male, striking him numerous times,” the statement said.

The officers requested help and began performing CPR on the teen – their frantic efforts conveyed by radio traffic, according to the San Diego Union-Tribune. A dispatcher acknowledged that shots were fired and asked whether any of the officers were injured. An officer responded “negative” but told dispatchers that he and the other officer were performing CPR and that paramedics were needed “now.”

But the teen’s injuries were too severe. He was pronounced dead at Scripps Memorial Hospital La Jolla.

Police traced the original 911 call and determined that the teen was the one who had summoned officers to the school, apparently enlisting them in his suicide plot. Police recovered his weapon at the scene – and realized it was a BB gun.

San Diego police have not released the name of the teen because he is a juvenile, according to the police statement. They said he lived in the neighborhood around the school with his parents. School officials confirmed that he was a freshman at Torrey Pines High.

Police also haven’t released the names of the officers. One has been on the force for 28 years and the other for four years, according to the Union-Tribune.

One of the officers is on the department’s juvenile services team, which focuses on keeping youths out of trouble and intervening early when they come in contact with the law, the newspaper reported.

The shooting shocked the community and students at Torrey Pines High, which has an enrollment of nearly 3,000. Some students showed up on the campus Saturday morning and came across police cars and crime-scene tape, the Union-Tribune reported.

“The details of the situation are still unfolding, but whatever they are, this is very traumatic for our students, staff, families and community,” Eric Dill, superintendent of the San Dieguito Union High School District, said in a letter posted on the school’s website. “As a community, we have a shared responsibility to care for one another. Please rest assured that we will do everything possible to maintain our daily routine while supporting each other as we deal with this sad event.”

According to The Washington Post’s fatal-force database, 339 people have been killed by officers this year. Of those, nearly one in five was dealing with some type of mental illness.

Last year, 963 people were killed by police, and more than a quarter were suffering from mental illness.

Although no one keeps specific numbers on “suicides by cop,” a 2014 report by the National Sheriffs’ Association estimated that a third of police shootings fall into that category.

In such situations, officers often have little say-so in anything but the final act, while the suicidal person may have planned or even practiced the encounter.

A bulletin by the FBI concluded that for officers, suicide by cop “often is unpreventable” and “may not be unavoidable because of the nature of the plan or the point where first responders encounter the suicidal individual.”

A suicide-by-cop “attempt is close to consummation as officers are exiting their vehicles. Police are not enlisted opportunistically as means at the scene; they arrive in the midst of a planned scenario.”

It’s understood that the bomb went off in a parked vehicle near a used car dealership in the southern part of the Iraqi capital.

The terrorist group Islamic State claimed responsibility for the bombing through its news agency Amaq.

It’s the third explosion to hit Baghdad this week after a suicide bomber in a truck detonated a device in a northern Shiite neighbourhood of the city, reported Al Jazeera. At least nine people were killed and scores injured in that incident.

As part of the deadly spate of attacks on the city, explosives hidden inside a vehicle in an industrial part of southern Baghdad claimed the lives of four people on Tuesday, according to AFP.

CHICAGO: Woman #Killed By Cops Faced Drug Charges, Bankruptcy, Foreclosure Chicago Sun-Times Reported on Sunday – @AceNewsServices

#AceNewsReport – Feb.12: In the years leading up to her death Friday night, Michele Robey was no stranger to some aspects of the judicial system, the Chicago Sun-Times is reporting.

In 2012, while unemployed and receiving Social Security payments, the 55-year-old filed for Chapter 7 bankruptcy, as she owed more than $300,000 to various creditors, mostly for unpaid mortgages on two properties in Elgin and various medical bills.

Then last summer, she was arrested and charged with possession of a controlled substance and retail theft.

About 5:45 p.m. Friday, Chicago Police were called to a CVS at 3944 N. Western because Robey was threatening store employees with a knife, authorities said. As officers arrived, CVS employees told them the woman had since left and was standing at a bus stop on Western.

At the bus stop, Robey continued to brandish the knife and made threats toward the officers, police said. She made lunging motions at the officers, who tried to use a stun gun to subdue her. But it had no effect, and officers tried to use it once more to subdue her, again to no effect, police said. She again lunged at officers, who each fired one shot.

The investigation was ongoing Saturday evening; a police spokesman could not be reached for comment.

An autopsy found Robey died of a gunshot wound to the abdomen, and the Cook County medical examiner’s office ruled her death a homicide. She lived in the Hollywood Park neighborhood on the Northwest Side.

In the bankruptcy filing, she said she had $5 on her and another $11.26 in her checking account. She drove a Honda CRV with 140,000 miles that was valued at $1,948.

She was disabled and unemployed at the time, receiving $2,359 every month in Social Security with $799 designated to go toward providing for her son, who was 15 at the time.

Robey didn’t file taxes in 2011 or 2012 because she was out of work, and in 2010, she reporting making $19,360, according to the bankruptcy filing.

She also faced foreclosure on a property in Kane County at the time.

In 2013, Robey settled with her creditors, losing the two Elgin homes, records show. The attorney who arranged her declaration could not be reached for comment Saturday.

The drug and theft charges against her were eventually dropped; the attorney who initially represented her also could not be reached for comment.

In recent weeks, a relative expressed concern for her well being, writing on Robey’s Facebook page: “Who are you today? Are you ok?” before telling Robey to call her.

Reached at her home on the Northwest Side Saturday afternoon, Robey’s mother declined to be interviewed.

The Independent Police Review Authority was investigating the use of force, spokeswoman Mia Sissac said Friday.

The shooting occurred at a busy intersection during Friday evening’s rush hour.

One witness, Darryl Dixon, 55, said he was at the gas station across street when he saw police arrive. Dixon said officers’ interaction with woman lasted 15 to 20 minutes.

I saw the young woman walk toward me, and she had Taser wires hanging off the back of her jacket,” he said.

Dixon said once the woman lunged at the two officers and he heard two shots fired, he was in shock as he saw the woman fall to the ground.

“The male officer said, ‘You should have dropped the knife. An ambulance is coming now,’” Dixon said. “I just said, ‘No.’ Because it happened about 20 to 30 feet in front of me. Just another person hurt.”

No injuries to officers were reported, police said. The officers involved will be placed on routine administrative duties for a period of 30 days CBS Baltimore reported on Sunday.

The foreigner, believed to be Pakistani and identified as Abu Naila, resisted arrest and attempted to throw a grenade while a #police and military team was conducting a manhunt in Sarangani province, Chief Superintendent Cedrick Train, a #police regional director, said.

They were conducting an operation against members of the militant Ansar Al-Khilafah Philippines (AKP), one of a handful of small groups that have pledged allegiance to Islamic State and blamed for years of unrest in the Philippine south.

On Thursday, #police chief Ronald dela Rosa said security forces had effectively broken the backbone of AKP with the #killing of its leader, Mohammad Jaafar Maguid, and the arrest of his three AKP colleagues.

He has warned of “retaliation” by other AKP members and said security forces were on full alert as Filipino Catholics are set to celebrate the feast of the Black Nazarene, with millions of devotees expected to join processions on Monday in several parts of the country, including Manila.

Authorities have linked Maguid’s group to several crimes ranging from arson and murder to bombings.

Regional police spokesman Romeo Galgo said they were still verifying the nationality of the foreigner killed on Saturday.

“Officers were forced to fire at the suspects when the grenade was lobbed at them,” Train said.

President Rodrigo Duterte has warned against Islamic State taking root in the southeast Asian country, saying it needed to avoid “contamination“.

The grandmother was at a stop sign when a confrontation ensued, #police said.

A motorist behind the woman grew agitated that she was not moving quickly, Little Rock Police Department spokesman Lt. Steven McClanahan said.

He started honking his horn. He got out of his car and fired shots inside the woman’s car, #police said.

Police told CNN at least one of the bullets hit the boy.

The woman then drove to the JC Penney in west Little Rock, where police received a call that the child passenger was #shot.

The boy was found to have fatal injuries and transported to Arkansas Children’s Hospital where he was pronounced dead.

“Because we have not had an opportunity to do a very thorough investigation…we don’t know as to when and where the individual operating the car was able to learn of when the child was #shot,”Little Rock Police Department Chief Kenton Buckner said in a press conference late Saturday night.

Tonight’s homicide was a road rage incident, the grandma and 3 year old victim are innocent and have no relationship w/ the suspect.

No arrests have been made yet. Homicide detectives are conducting an investigation.

This marks Little Rock’s 40th homicide of the year, Little Rock police said on Twitter.
