The British government spent thousands of pounds of aid money on a project aimed at “establishing the UK as the partner of choice” in the nascent #oil and #gas sector of one of the world’s poorest countries.

Malawi is believed to have substantial oil deposits, including under Lake Malawi, a pristine freshwater lake – the third largest in Africa – whose southern shores are a protected Unesco world heritage site. Unesco has warned that any oil activity near the lake risks causing an ecological disaster.

#AceNewsReport – Nov.17: California county bans fracking, even though big oil spent big money to stop it.

In a rare bit of good environmental news, voters in California’s fourth-largest oil-producing county passed a measure to ban fracking and other fossil fuel extraction techniques. Proponents won even though #oil companies outspent them 30 to one.

“David beat Goliath in Monterey County’s stunning victory against #oil industry pollution,” said Kassie Siegel of the Center for Biological Diversity, in a statement. “This triumph against fracking will inspire communities across California and the whole country to stand up to this toxic industry.”

#Fracking, the process of extracting natural gas from underground, emits high levels of methane, a potent greenhouse gas. It also contaminates ground water, has been linked with a variety of health effects, and is connected to the emergence of thousands of earthquakes in the midwest.

Fracking remains popular in other parts of the country. In Colorado, voters approved an amendment supported by the #oil and #gas industry that will make local fracking bans harder to pass.

Twelve people were #killed late on Friday in two suicide bombings claimed by Islamic State at a shopping mall in eastern Baghdad, police and hospital sources said.

More than 40 people were wounded in the attack at Nakheel Mall across from the #oil ministry, the sources said. One #bomb went off at the entrance to the mall, the other in the parking lot.

Unconfirmed amateur video published on Facebook showed what appeared to be four separate fires, including two cars engulfed in flames, under a highway overpass near the mall amid the wailing sirens of first responders.

Amaq news agency, which supports Islamic State, said in an online statement that two suicide #bombers, one wearing a vest and the other in a car, had targeted “a gathering of Shi’ites” on Palestine Street.

Four employees of an Iraqi oil company are being held hostage after armed militants attacked an #oil field near the northern Iraqi city of Kirkuk on Sunday, a senior security source in the city told CNN.

The ISIS-affiliated Amaq news agency released a statement claiming responsibility for the attack.

Four attackers, believed to be wearing suicide vests, stormed the Bai Hassan oil field northwest of of the northern Iraqi city of Kirkuk, and took the staff — employees of the Iraqi North Oil Company — hostage, the source said.

One attacker remains in the facility, two were #killed by security forces and another detonated himself when security forces responded, the source said.

Four staff were #killed and another was injured during the attack on the facility, known as AB, in the Bajwan area in northwestern Kirkuk, #police Gen. Sarhad Qader said.

The attackers fled to an unknown location after being pushed back by security forces, but planted several #bombs near the facility before they left, Qader said.

#AceWorldNews – LIBYA:Dec.14 – Libya’s eastern oil export terminal has been shut this Sunday due to fighting between forces representing the country’s two governments, according to an oil official, Reuters reports.

Air strikes on Saturday, launched by forces loyal to Libya’s recognized government, hit targets at the port in an attempt to stop an advance by troops of the rival administration in Tripoli, who want to take control of the oil facilities.

Libya’s recognized prime minister has been forced into the East of the country since the Libya Dawn militia seized Tripoli in August.

The base, at the Mina Salman Port in Bahrain, will host ships including destroyers and aircraft carriers.

The UK said it was an “expansion of the Royal Navy’s footprint” and would “reinforce stability” in the Gulf.

Bahrain will pay most of the £15m ($23m) needed to build the base, with the British paying ongoing costs.

UK Foreign Secretary Philip Hammond, who signed the deal at a security conference in Manama, Bahrain, said it was “just one example of our growing partnership with Gulf partners to tackle shared strategic and regional threats”.

He said the move “builds upon our 30-year track record of Gulf patrols”.

BBC security correspondent Frank Gardner there was already a “rotating presence” of four British minesweepers at the Mina Salman Port, but the UK had been “piggybacking” on the US naval base there.

He said the new facility would be one of the most important Royal Navy bases in the world and would be used for a “whole host of things” including supporting UK operations in Iraq, where RAF jets have been attacking targets as part of a US-led coalition against Islamic State (IS) militants.

The base would also be used for operations against piracy and for aerial surveillance, he added.

Continuing reports of torture and ill-treatment in detention were consistent with the findings of the 2011 Bahrain Independent Commission of Inquiry (BICI).

Britain and the United States have refused to sign a UN document condemning the ongoing human rights abuses in Bahrain, local media report.

Some major European countries including Germany and France signed the document adopted by the UN Human Rights Council, and called on the tiny Persian Gulf island nation to do more to protect civil liberties in the country.

The government’s failure to implement key recommendations of the BICI stand in contrast to its claims it is making progress on human rights.

The judicial system, headed by ruling family members, has yet to hold any senior official responsible for serious human rights violations that have occurred since 2011, including torture-related deaths in detention.
